drum/tom fills?

In an 8 bar loop/4 bar loop whatever you call it.
When the SNARE hits 8 times.

what is recommended for the fills not to over do it though.

For example *kick* *snare* *kick* *snare* *drum/tom fill" *snare*

do drum/tom fills usually come before or after the snare?

Im going for a j.u.s.t.i.c.e league type groove:p
 
Fills should be used for a few reasons-- to "fill" a space in the music that could use an exciting embellishment, and more properly, as a transitional/set-up element (for example, a fill going into a chorus or a fill going into the bridge). While there are live drummers that hardly play a beat, but fill, fill, fill, fill constantly, groove is accomplished more successfully when fills and rolls are used sparingly and in appropriate places in the music. When we program drums, we should be trying to emulate a good drummer using "best-practice" priniciples, so you usually want to put your fills in when a new section is coming-up in the music. Putting random fills in at every four bar intervals can become a bit of a distraction...

However do not confuse a fill with simple variation to maintain interest - switching up the solid beat 2 and 4 snare hits with additional drops on the off-beat 16ths every other bar helps to create and maintain interest and variety
