It's like a longer version of a snare and it almost sounds as if it's sizzling...

You hear it in this

I'm new to all of this so forgive me if it seems silly.
 
more than just an open hat: it is a playing technique on real kits where you start the note on the closed hat and then slowly lift your foot so that it begins to sizzle into a more open sound

I tend to agree with poster 2 that this is actually the reverse of that sound sequence though (there are hints that this is being played backwards)
