Trap: Time-Stretching drum samples

Hey so I've witness plenty of big trap producers doing this: instead of fully writing out, or programming the hi hat fills or the snare rolls, they will just hold a button and it time stretches the hi hat or snare sample to 64th notes or whatever... How do i go about doing this with just a midi keyboard, and just about every plug in you could imagine..?
 
Ok but hows that supposed work when I wanna play single notes?

On some drum machines and samplers there is a function called beat repeat or beat flutter. When a key is pressed it will play back the given sample at 16th notes or 32nd notes... To use an arpeggio .. Simply set arpegiator to play/repeat 1 note at whatever interval 16th or 32nd when you hold down key...
