That's a reese bass, it's achieved by detuning oscs so they're out of phase with each other then applying a shit tonne of processing, mostly filtering (bandpass an bandreject) and some FX like chorus, flangers, phasers etc. Takes a bit of messing around to get it sounding good, and it takes shitloads of practice to get it sounding like Koan Sound.
