Two ways you could go about it - you could search for piano samples, cut it up and put it in your DAW. Alternatively, you could use a Piano VST such as Pianissimo, put in the notes you want, and again loop.
Regarding effects this one is drowned in reverb/echo. You could try Glaceverb, or if you wanted a more advanced way of doing it, Guitar Rig 5 (Loaded with reverb/echo/delay effects). It's also had a lot of EQing, mostly on the low end of the spectrum. You'd need to experiment to get the right sound.
