How to create a synth like this?

sounds like pulse-width modulated square wave, slowish attack, fast decay, moderate sustain, slow release, high filter cutoff, filter adsr mod similar to amplitude mod adsr, keyboard tracking turned on on the filter, some phasing/flanging on the output

more than anything it reminds me of a bad 1970's accordion patch
