in ableton there is are some finished effects for that. would search for an .wav?!

i think chillwave uses more of the 70s and 80s synths. It's definitely more on the funky side. It'd be hard to imitate it without doing live instrumentation.

If you read up on what actually causes old tapes to sound as they do you could reconstruct the effect with built in vsts.
