the dream's flanger sound?

ayye im tryna figure out how does the dream (producer) do that signature effect on his songs. its like a slow flanger sound like from his song "Purple Kisses". i know it involves using toms but idk the rest.. can anyone help? btw i use fl studio
 
def flanger. phasers? im experimenting with them myself at times. not sure what settings on the flanger. some settings can totally sound like crap.
