Drake's ambient "underwater" transitions and sounds in his tracks? Help?

How do producers make tracks sound like this? Drakes producer 40 does it alot but I see other producers doin it as well. Is there some type of filter that you can throw on a track to give it this sound? Transitions into that type of sound are dope in my opinion. Is it just hella tweaking and reverb? Not tryna bite anyones style just think its a cool effect and I wanna know how people do it, lol. Anyone have any ideas or suggestions? Good looks.

Edit* --> He's right^ lol its just a simple filter, mess around with the HP & LP settings.... Thanks for respondin though bruh!

either he eqd the voice to death, or he used some subtle sample reduction thing, along with using a filter with a little resonance on it

anyways does any one know how to make a real underwater effect, like that accurately sounds like its being heard underwater, ive been looking around at like film movie forums and academic type research that is way over my head and they all aeem to be focused around designing sound from the ground up, i want to start with one sound and 'underwaterize' it lol
