in hip hop what is the best chord progression? as in how to construct it, not what key should i use

but 4 thoughts

use cycle of 5ths type progressions

use ideas like ii-I (sometimes rendered as i-bVII in the minor) or reverse it I-ii, e.g. Em-D or D-Em (the first is "drunken sailor" or "horse with no name")

take the above idea of reversing the progression one step further and rotate the progression so that you start on another chord within the progression and move through it, e.g.
C-G-Am-F can be rotated to be
G-Am-F-C,
Am-F-C-G,
F-C-G-Am.

Then reverse them to get
F-Am-G-C,
C-F-Am-G,
G-C-F-Am,
Am-G-C-F

lastly think about substitutions for any chord - replace it with its relative minor/major, replace it with the chord starting on its 3rd or 5th e.g.
Em-D becomes
Em-Bm or
Em-Am or
Em-A or
Em-F#m or
G-D or
G-Bm or
G-F#m or
Bm-D or
Bm-Am or
Bm-A or
Bm-F#m
