I was thinking it could be a duduk with a light phaser put on in (then panned and cut up), but I'm not really convinced.

Do you know what this instrument is?

sounds like an old syntom that's pitched way up - can duplicate to some extent in reason with the kong drum designer and it's syntom model......

I mean the sound @ 1:30. The one that sounds like a tangible wind instrument. Any idea what it is?

sorry, Ok - quick stab at this - combination of a rebab and a flute/duduk - there are hints of bowing in addition to the wind sound, plus a hint of the flautist moaning or mumbling into the mouthpiece ala Ramsa Roland Kirk and Ian Anderson (Jethro Tull front-man) amongst others.....

Ah true, it does sound like its layered with a flute as well, definite bowing there too (maybe distortion as well).
