Sounds like bandpassing & distortion - a "telephone effect" (not that any phone sounds like that any more) so to speak.

With a filter that has a bandpass mode - or an EQ cutting heavily both highs & lows so you're left with a band that "passes" through the midrange & a distortion effect of your choice to grunge it up.
