This little fellow must be "blowing-up;" this is the second time this week someone has asked about a sound on this specific song. And I still don't like the little punk (sorry, my grumpy old-man side is showing again)...
Yeah, if you mean the synth at the beginning, that's what it sounds like (synth, not sample). I'd try blending a solo horn patch (played fairly high, in the octave or two above middle C), with a string sound or vocal choir patch (or anything"air-y"). The voice quality that you hear, is I believe provided by an envelope filter setting at the attack of each note. I would try something like that, or an "auto-wah" if you have something like that available. At least that's a good place to start...
