I thought it was a piano, but I cannot find anything like it on multiple vsts, any ideas?

That sounds like something close to a synthesized harp
Then the other sound is a creepy organ.

It's a piano- no need to overcomplicate things.

Could be a sampled piano or actual real piano played by an actual real life pianist or just a library piano.

You might need to edit the MIDI velocity to make it play softly.

Piano and more than likely an organ with a phaser.

The piano chords are rolled(glissando or "strum" piano roll effect"), it gives it the harp effect. It's only 2 or maybe 3 notes, altogether though.

You can hear the higher harmonics on the organ if you listen closely.

A regular church organ comes in with the chorus.
