what kind of sound is that and does anyone know presets that sound similar?
 
Just listened to the track. I'm assuming you're pertaining to the "slow-mo" sounding effect right before the verse.
That is most likely a "tape-stop" effect on the whole track (on the master channel) or they time-streched the track to slow down. Much like what you would hear when you try to slowly turn a running vinyl record counter clockwise.
