What kind of guitar technique is this???

It sounds like a scratch on a guitar.

Any advice on any plug-ins that can achieve it or how to do it in FL Studio???

once distinguished from the electric piano it is straight forward

strat, bridge pickup, tone control fully open, driving a distortion pedal (sounds like the boss ds-1 with the distortion set to 1 o'clock and the tone all the way open, set level to what works for you) feeding a phaser (boss ph-1, rate is about 10 o'clock, depth is about 12 o'clock and if you have a the ph-1r then resonance is set at about 11:30)

played with a combination pick/artificial finger harmonic with the picking finger (sometimes called pinch-picking or pinch-harmonics)) near to the bridge of the guitar - this is what makes it so brittle and screaming
