What effects are on the snare and percussion in this?

Not sure what you mean by "percussion," unless it's the ice-pick-to-the-ear EQ'd hi-hats. The snare (or hats) doesn't sound like it has effects per se; just highly compressed and probably a layered snare-- there's a beefy sound, a higher-pitched metallic ring-y sound like a piccolo snare, a paxxed-out super-compressed, possibly gated-reverbed "she drives me crazy" snare, could be a tuned down, distorted/compressed clap, and maybe a tiny touch of white noise... There's an after beat that could be rhythmically programmed, or I suppose could be some highly complicated super long delay program... IDK.
It really just sounds like a tight compressed EQ'd synthy snare, which is probably why nobody else answered yet...

PS-- I'd start with any 80's "Fine Young Cannibals" snare sound you can find, and tweak from there. IIRC, I have sounds very similar to that on both the Alesis HR-16B, and the SR-16 drum machines...
