From 0:00 to about 0:25 , I heard this type of effect before but i don't remember where, i believe its from the Wow2 filter plugin but i couldn't the preset, so am not
really sure about that, anybody got an idea where that's from ?

There's a bunch of effects in that track at that time, which one do you mean?
Do you mean that strange bell-type sound?
 
No bro, i mean like the one in this intro, you can hear it more clearly in this track



from 0:00 till 0:12 then the instrumental becomes normal, but there's that weird effect in the intro am trying to find out.
 
Not sure actually, but sounds like some glitchy ring modulation.
I have no idea how this will sound as a result, but I would take a sinewave and do all these glitchy pitchbends on it, then insert a ringmodulation plugin and adjust it by taste.
 
the sound itself is a pan/gong that has a natural bend in its tone (could be a water gong, but unlikely as the sound is just not right) it is then ring modulated with itself from the sounds of it
 
what is that sound effect in the begging from 2-5 that slowly fades away... almost sounds like a horn or some form of a whistle...
