What chords, melody or riff is this?

I know it's embarrassing to ask but Is this just a simple melody? A jazz riff?I'm confused. Why is it played with single notes with bass in left hand and melody in the right hand?

I'm not sure I can answer the question "why", but basically the left hand is playing arpeggiated chords and the right hand the melody.
