I May Be Wrong But I Think The Chord Progression Is

Eb Min7, D Min7, D Dim7, Gb Maj (1st Inversion)

As For The Tapping Sound I Have No Idea

as for the tapping sound sounds like the different sounds you get from a conga or bongo drum and its lower partner: open, slap, muted

C# - C#-E#-G#
G# - G#-B#-D#
B - B-D#-F#
F# - F#-A#-C#

Cb - Cb-Eb-Gb

Are these both different meanings of flats and sharps?

Db is D flat major

I gave both the sharp key version and the flat key version as different folks will think about the same chords differently - this is out at the edges of sharp/flat territory (you can tell this buy the use of E# in C sharp major)
