Using other souds....PCDJ sounds and so on...

i have a friend that makes hot beats but now he is taking loops from pcdj and garbage softwares like that to make beats out of.......i told him that isnt making a beat that is remixing someone elses beat and cant be used for commercial use since its not fully ours. what do you guys think
 
If it says royalty free you can use it for commercial stuff, but one way to make it more "yours" just manipulate the F*$% out of it
