it sounds like a detuned guitar or something but i can't quite put my finger on what it is

does anyone have any ideas?? I'm really trying to recreate this sound!

I'll take a shot at it: sounds like a flute and maybe strings layered together with some reverb. Break out your instrument libraries...

No no no and no. That synth is actually Justin's voice pitched very high and ran through some effects

Search for something like "Vocal resynthesis".

Doing this effect is quite simple, at least in FL.
Using their wonderful VST "Harmor" you can do a thing they call "Resynthesis" where you use a audio sample of your choice and fuse it with a synth, and all this is done inside "Harmor".

There are probably simple ways to do similar effects through vocoding, but this is the way I know of.

They broke the vocals to the point where it sounds like a dolphin.

I saw an interview with the biebs on the tonight show, and from what I could tell (Biebs was not specific at all, he probably has no idea how this sound was made), there's no reason this sound couldn't have included a vocoder. He just stated "I gave the vocal to skrillex, and he digitally destroyed it with effects." So it's very possible this was vocoded with something out of a sample library.
