"Special" Vocal Vibrato?

For the past 2 or 3 years now I've noticed that Chris Brown has used some odd kind of vibrato on his vocals on many different songs. It's hard for me to describe what is going on, which is why I'm writing this wondering how to reproduce this effect. You can hear it quite noticeably in this song:

This song just came out and the same effect is used again, and it's what triggered me to decide to start researching it.

I came across this post https://www.reddit.com/r/audioengin...is_going_on_with_chris_browns_vibrato_in_his/ and tried to follow the comments' ideas, but was not successful. Using the vibrato in Antares Autotune does not create this effect, it just sounds like the vocal is getting more detuned (which would make sense since that is kind of what vibrato does), and I've tried it with multiple speeds, and increasing the amplitude on the vibrato just makes the entire vocal sound pumpy like it's being over compressed. I've downloaded a few tremolo plugins too and they yielded the same thing.

Months and months ago I initially thought it could be the new feature in Autotune 8 called Flex Tune, but after using it I can conclude that is not what is going on here.

I'm very curious as to how this almost "tuned vibrato" is being created.
