Recreating this brass sound?

I'm completely stumped. You can hear it at 0:24 and periodically throughout the choruses from then on. Guessing that this is a trumpet/horn section, but what is the name of the way they're playing it so that the pitch seems to fall at the end?

Also, how could I recreate it?
