Need help making "texas trill" vocals

Only way i know how to describe it, usually only hear it in trill, chopped and screwed, texas influenced tracks and such..
Wondering if anyone knows a tutorial or can direct me on how to get this sound.

It sounds like you just want to experiment with a pitch-shifter, harmonizer, octaver, or with changing sample rate; any and all can be used to pitch a vocal down in the way heard in your example.
