hey guys , I've had this doubt for a while now ,say in a progressive house track , preferably with vocals , after you figure out the key and scales ,and after laying some melodies my question is , does the whole song even the DROP have to be on the same scale ?

nothing ever has to do anything. Bar by bar basis it is recommend the same scale is used, but even that theory can be broken if it sounds good
 
Modulate and you'll be fine... It never sounds good to just stop and start up again in another key. You need to move towards the new key first for the best effect, in a build up or something. (not too familiar with that style music)
