How to use fx from sample packs

Hey I want to know how one can use fx well from small sample sounds like vox, rings, alarms, or any other real world sound to fit in a song. Future bass, jersey club, and people like cashmere cat or James Blake use these very well. Should you worry about fx after laying down the body of the track or in the beginning? And lastly should you do these in time as a loop or just place them randomly across the track?
