How to make vocal lead kinda thing please help

So this has been bugging me for a while i can't seem to find a way to do this and i need your help

It sounds like the guy/gal who produced this just took a vocal acapella of "throw it up" and sliced that oh vocal phrase, put it on a sampler (or simpler) and just played with the pitches. In addition to some vocal effects (Chorus or vocoder maybe?). I would say if you want that sound, try slicing the vocal and putting it on a sampler and play with the notes you get.

thanks ill try and see, but how does he know what pitch he has? or what pitch is the original oh sample?

Well either the guy played it by ear and compared the pitch of her voice to a key on a piano and found it there, or he ran the sample through a pitch finder of sorts to get the pitch. Just try playing the keys against the sample and see which key is most "similar" to the oh sample
