How to make this sound from 0:00 to 0:01 .

I think this sound is reversed.I tried to reverse the voice,but I couldn't make it.
I use FL studio.

Check out this guy on youtube name Justin Omoi, he has hella videos that show you how to do vocal effects, but in this video specifically he shows you how to do the same reverse vocal effect that you are trying to do, good luck dude
