Seems like an emulation of a brass. You can rip a brass sound from youtube and load it into a sampler, or you can look for pre-made emulations.

Sounds like a saw wave with some chorus and phaser. Also reverb or resonance. Also a pitch bend. This could be made easily in slyanth1 or (like what Soem said) ind a mid to high range brass note. Rip it. and place in into harmor's Image editor. Then play around with it.
