How do I get this Lead?

That's a bassline, a lead is generally higher pitched.. but who cares, semantics..
The sound is simple probably built out of something like a square wave with a lowpass filter as a starting point. It's a single note being repeated by a sequencer or arpeggiator, that creates the rhytmic staccato playback. The variation is done by playing with the low pass filter (low cutoff, high resonance), envelope (decay and sustain) and maybe the filter's envelope as well.

I can't tell you how to get this exact sound, that's really down to which synth you pick, which filters and other effects you use...
that's impossible to reproduce just from hearing it because there really a million and one ways to make a sound like this. But just start by making fat bassnotes with sine and square waves and a lowpass filter and then making rapid sequences with them.
