Which type of synth, preset or brand of vst is mainly used to achieve that G FUNK ERA hip hop style lead synth/sound...???

Perfect example would be...

Gesaffelstein - Hellifornia

I love that g funk hip hop style synth that sounds like a 'siren'.

Whats the sound design process for this type of sound/lead...?

You can make this with Massive (or really any vst). Use a saw wave, turn on portamento, and adjust the slide time. Then put some reverb and delay on it. The siren sound comes from the portamento effect with extended slide time.
