Does however many bars on your Sequencer effect anything?

that you will have to write more - nothing has to change specifically you can even copy and paste after the the 4th bar if you want

It won't by itself, but it gives you the power to repeat the same pattern for 15 bars and make a change in the 16th bar if you want to. Or you could do 16 completely different bars etc.

What is said above. You shouldn't really care too much about how long the bars of your song are. Of course, we are assuming you're composing on common time. If you use some odd time signature, then they should be longer (or shorter).

more variation is always more interesting to the listener. why stop at 16?
