Dj chuck t voice

hey anyone know what djs use when they have that radio voice that says things...is it actually them talking and adding effect or do they higher someone with a unique voice to read off a script they wrote.....dj chuck t uses it on every intro to his mixtapes saying "dj chuck t cds are clinically proven to blow speakers..." its always sounds like a proper talking white male to me but it sounds like one of those local car sale commercials

another thing im looking for is anyone no the choir that was used in the intro for "this is the life" on the rick ross "trilla" cd...its like a screaming choir that sounds like a scary movie
