Sound design is a very broad term. You can do sound design with just a mic and a recording device. If you want to design synth sounds, you'll need a synth or synth plugin. Often times it's a combination of tools/plugins and (of course) creativity that leads to great sounds. Your DAW probably has everything to get you started in sound design, regardless if you want to create synth sounds, drum sounds, weird noises, cinematic impacts or whatever you want to achieve.

I think all the best sound design plugins can be a little intimidating to the beginner user, but that's not a reason not to buy them- I started with synthmaster and it's been great for me.

For an all around general purpose synth: Xfer Serum (Runners up Z3ta 2+, Synthmaster and Massive, but Massive is only on there purely because there are so many tutorials on it, it's not intrinsically an especially good plugin)

There are also specialist synths:
FM- Either Sytrus or FM8
Sample Based: Alchemy or Omnisphere
Wavetable: Also Xfer Serum

Don't be too swayed by plugins that have a lot of onboard FX as it's pretty easy to just add your own FX as separate plugins

This. While I'm guessing the original question is more of a "how do i synth" question in disguise, this is the best answer in regards to, well, actual sound design - which is not just synthesis.
