Anyone have any ideas on how to produce this very specific type of sound?

A random (noise), non-smoothed LFO on osc pitch & some ring modulation should get you pretty close.
 
I would use Massive. Maybe the AI osc? Just toy with the w-t. High pass filter, and edit the pitch with the Stepper. Much easier, in my opinion, than an LFO.
 
Well I don't even know what an LFO is but a little research will change that.
