im in a very small room do i still need to sound proof it and if so will it make a big change in the sound i hear!
 
If you need to soundproof it is up to you (and to a lesser extent, your neighbors). It shouldn't make a big difference in what *you* hear, but it should make a difference in what escapes the room.

That said - Soundproofing a room can reactively require additional room treatments (no surprise, in the low end) if the additional mass from soundproofing wasn't efficient at absorbing the low end (reflecting it instead).

THAT said - Almost invariably, smaller rooms require much more broadband absorption than larger rooms just to flatten the response of the room. That has absolutely nothing to do with soundproofing, but I thought I'd throw it in just for kicks...
