Best place to start is a good book on the subject, The Master Handbook of Acoustics has lots of info on sound proofing.

you won't be doing any soundproofing for cheap
you'll have to break down that dry wall and stuff it with some rockwool or OWENS CORNING 705
I just say try to make music at certain times of the day when ppl in your neighborhood is at work
I hope you don't live in a townhouse or apt.
always better to have a single family home
what are you using for acoustic treatment for your reflection points and taming you bass???
