How to write rap structure and counting

Hey guys I have a question when you write a verse usually 16 bars how do you know when you hit the 16th bar as far as words go like say you don't have a beat yet and your just writing and the bpm is 83bpm how many words are in a bar 2 bars and so on? I'm not real into writing just yet but was always interested in how it's done
