    You can chop samples with a freeware audio editor.
    You are just talking chopping.
    Nothing to it and any audio editor can do it with ease

    Sound forge is pretty cool for chopping samples...honestly I like it better than my goto program, which is cool edit pro (older version of Adobe Audition) I use cool Edit because of familiarity (I use Adobe everyday, all day at work, so just makes sense for me)

    But like other posters already said, for sample chopping purposes there are plenty cheaper/free options available that will get you there as easily...now if you plan to process those samples, etc. that should weigh into your decision of what to use....

    Honestly .. All I use is Sound forge. TO me its the best.. Because if you know how to loop , you can chop and add different piece to your sample..I highly recommend it... I would be lost with out it
