Is there a VST for sampling?

All daws have sampling capabilities in their respective playlist. If you do not want to use a daw to sample then these would be something to try out:
Wavepad
Slicex
Goldwave
Beatcleaver
Audacity
Wavelab

Probably missing a few.

Depends on your what you're looking to do.

For chopping samples, I use Adobe Audition. To play them, I use Logic Pro X and an EXS24 Instrument or Kontakt.
 
New sonic arts vice it's semi new but freakin awsome I'm in love with it actully so simple and to the point I can't believe someone didn't make it sooner
