Sampling Copyright question

I am new to sampling, and I just sampled my first beat. I got it from soundcloud, the srtist can be found here: https://soundcloud.com/donald-oconner

the track has 11 views on soundcloud and was posted 8 years ago.

I messaged the account anyway asking for permission to use the song.

I dont think hell reply though... my main question is who would i have to get permission from to put out a song with the begging riff i sampled? I put alot of more stuff in the beat it hardly sounds like the same song.

I just dont want to release a song with my friend and incase the song blows up have to take it down because of copyright.

You need permission for the recording (master rights) and the song itself (publishing rights). If you find one, that can usually lead you to the other. So in addition to Warner, do a search at Harry Fox: https://www.harryfox.com/ .
