Question about sampling (time stretch and pitch)

Hey, I'm new to sampling beats and I find it quite hard to know in which end to start.
Im working with Logic Pro X and the EXS24, and trying ReCycle as well.

However, before you chop, when you find i.e an 30s loop that you want to speed up, do you usually do this BEFORE you start chopping? And the same question follows if you want to higher the pitch.. Or do you start with chopping and then use time stretch/pitch for each piece?

Also, is it a good way to start sampling/chopping to use even chops, 1 bar, 2 bar loops? And that every of them starts on a beat, (1,2,3, or 4)

What I do is cut the loop to the correct length for the tempo first.....because if there is an error it will get magnified during stretching and the loop will skew toward the back end....but of course the more you chop something up the less crucial the relationship between length and tempo becomes.
