Is it ok to just take a sample as is and run it for a beat?

At the end of the day, your making a instrumental which somebody would use to create a song. If an artists heres your "beat" and is inspired to make a great song imo, then its definately worth it. If it brings the best out of the artist, and is a vision on its own for any artist to create a wonderful song. Regardless of what you did, its fine. People will hate, but the end result will speak for itself.
 
If the tempo is low then probably no, if the tempo is high probably then yes.

Yea I wouldn't use the sample without chopping it up or adding something, I actually just finished a beat with at sample that didn't really need anything besides perc. Other producers might think your a cheater, or don't respect the art of taking a sample and making it your own.
