It sounds to me like an overdub (just the singer recording herself over the top of herself) cause the echo is slightly diferent than the original at one point, that could be from the sampling technique though.
The effect your looking for is a "delay." The setting that your looking for is no feedback, only 1 delay, and a pretty long time on the delay setting, if its bpm linked maybe a 1/4 note? If its in milliseconds youre going to have to play with it but maybe 600-800ms?
