getting the MP3 track to Groove Agent for chopping/sampling

Before I begin please forgive me if I do not use all the correct terminology as I am very now to this.

I am currently using cubase 8 elements along with Groove Agent SE4. I am interested in bringing in a sample in to groove agent, chopping it, and assigning these chopped sections to individual pads. I have a good video on how to chop it up and assign it to pads once it is in groove agent, but I dont know how I get it there. Can I use pandora or spotify, (I assume no since it is streaming). I have heard I can use You Tube but how do I do this. How do I get it into a MP3 format and load it into groove agent. Is Mp3 the correct format. are there other places to get these samples without going to apple and buying the whole song. If it is any help I am planning on using 60s and 70s soul music. thanks for the help.
