Does any one make sample beats like this beat?

I have a similar sound to this. Sample-wise, at least. Sometimes I go for more of a mac miller sound and use some old school hip-hop drums overtop of the sample, though

It depends what you mean when you're referring to the sound. Do you mean the sample? Because a lot of times I'll sample something like Teebs if I want a really melodic, trippy type of sound to it, or just whatever sample I come across that I like while digging around youtube. I'll sometimes layer an instrument with it as well. Not too much because my samples are usually already pretty melodic, but if I chopped the samples a lot and I want to make it sound more fluent, I'll have a synth playing notes over top of the sample.
For the drums, I almost always have them compressed and for my beats I use a lot of sidechaining on the kick drum, which is what makes the audio cut out for a second every time the kick hits.
It sounds like they might have used a bit of background percussion on this beat as well.

it's practice, being consistent about your craft for years and years, and developing your own techniques.

there is no magic formula. it's the talent plus years you spent doing this.
