Can someone help me recreate this sound?

Try a filtered beat made with something metallic-sounding (have any sampled garbage can lids?)... Try adding different amounts of white noise. Maybe play with a little distortion from a distortion plug-in.

Alternatively, play with bit crushing a beat into oblivion and see how close you can get.
