I don't sample electronic music, not as a hard rule though. If I want a synth sound, then a synth is just the most obvious place for it, is gonna sound better and be more flexible.
Other than that, if artists were not supposed to be sampled from because they're so respected, I'd probably go out of my way to sample them.. haha.
But still only if it made for decent sampling material for my music.
