not to mention, if you buy a mic, you'll also need an interface to record. I suggest buying a used mic for about $150 and a used interface for around $100
I use a Tascam US-144 interface (don't recommend it lol) that I got for $70 and a AKG Perception 420 mic I got for $150. That along with good mixing can give you decent quality for your money
Microphones are serious business. A good mic will set you back close to $1000. A great mic can be ten times that. If you're just getting started and want something that will do a basically good job with whatever you throw at it get a Shure SM58. It's one of the industry standard workhorses and you'll have use for it even after you graduate to a more sophisticated set up.

Start small. Do you have an interface? What mic do you have? If nothing I'd try a SM57 or even a Cad M179. Not the best but better than most out.
Ok let me give me 2 cents. Basically everyone will tell you that the more money you spend, the better the mic you can get. This is true in a sense. However, that is mostly irrelevant to you because you are working within a budget. I would recommend trying different mics out on your voice if there is a place nearby for you to do so. Also, don't have the attitude that you need a condenser to achieve pro-quality vocals. That is simply not true. The sound you'll get out of a 200-250 dollar condenser will be pretty similar to what you get from a dynamic.
